New Paypal Rules
Before the end of Q1-2008, Paypal will release its most aggressive buyer/seller protection policies to date. Over the past year, Paypal has experienced huge losses in the fraud arena and plans to combat this problem with the introduction of new front end screening tools at a cost to the end merchant in addition to a tighter buyer/seller protection policy which virtually make it impossible for the average person to follow.
New rules are set to include seller protection on eBay (NASDAQ EBAY) items only combined with increased reporting requirements and decreased protection time periods. Additionally, no protection will apply to international orders. Combined, these new updates will make the program vaporware in its truest form. Unfortunately, buyers and sellers are faced with this grim reality only after a fraudulent order has occurred.

I only use egold and ccbill now anyway. Paypal just sucks.
Comment by Freddie125 on 24 January 2008:
Man, i hope all this doesn’t result in more complications and restrictions or higher costs and fees
Comment by khairun on 25 January 2008:
Err… no protection for international orders? How can they come up with this? Even though it is pretty hard selling internationally, this would just be so bad. Isn’t internet is suppose to break down the borders and promote globalization?
Comment by john@michigan on 25 January 2008:
I hope they really come through with this. And that these new rules give quality results
Comment by Naveen_cooldude on 26 January 2008:
Paypal is one of the popular online money transfer introducing many like this will make them more popular. This will give good satisfaction to the customers.
Comment by Mike on 26 January 2008:
They have to try something because scamming and fraud is just too easy to do with paypal. Hopefully this will cut down on the scams.
Comment by kevinman on 27 January 2008:
Do they not take enough already? Ebay owns them if I remember right, so it is not too surprising. CCBill for the win in my opinion. There are many other payment methods out there now, and not nearly as many problems as PayPal seems to be having.
Comment by Marissa on 27 January 2008:
I personally have no problem with PayPal, and certainly no issues with them trying to provide even a more secure service. Why would anyone mind paying a few more cents here and there to protect them losing a hundred times more than that, or ruining their reputation as a result of a fraud payment?
Comment by jerserymike on 27 January 2008:
Having been a victim of online fraud payments, I have to say I am extremely glad I found this clip. Hopefully they will be able to keep working towards a safer, friendlier processor to trust.
Comment by bryanb on 27 January 2008:
I sure hope that this is not going to mean too much of an increase in fees. Paypal has been my primary means of online selling. If it begins to go through the roof I may have to break down and try to become compliant for bigger, more professional payment resources.

Message to khairun:
Yes, the Internet WAS suppose to break down the borders and promote globalization. For a while it even worked! Unfortunately, a lot of scum sucking thieves got in the way. International E-Commerce (especially outside of the US) is just too risky any more. Anyone that does it is begging to loose a bundle of money.
That’s a promise.

I haven’t been any in any fraudulent trap. But I have seen somewhere someone was doing fraudulent work to access someone’s fund. In any case, I presumed PayPal was very secured and also I think it is now. Its good to see PayPal is doing some work on protection level for their members.

Comment by harakiri on 2 February 2008:
Paypal has to improve its customer support system. I find it very slow in responding to clients concerned. Like in my case, I have yet to be refunded of double posting incurred against my credit card for using Paypal.
Comment by titan on 6 February 2008:
Its just fine with me. Not have problem and i believe many people still need to use paypal everyday right? So, just give a chance to paypal and e-bay today.
Comment by rina on 6 February 2008:
Paypal already do a lots of think and even FAcebook and E-bay already do a good co-operation with paypal. So far, i believe paypal can stand for long time and many merchant and people like it. Just about fraud activity and refund problem really make some people angry about that. But its fine with me..
Comment by nadzal on 6 February 2008:
For me, paypal still the best. What they need to do is do more works about fraud protection and also about credit card protection. Some hackers really easy to know our credit card number and use it to buy produt from online. Its happen too many people and i hope paypal will do something about that..
Comment by ManilaGurL on 24 February 2008:
That is not fair, why aren’t we getting any protection for international orders? That’s basically one of the reasons why we use Paypal.
Comment by Jamie on 24 February 2008:
Paypal is only good when we deal goods at ebay. other than that they are always giving way to scammers.
